BPMB’s ICE Report by Silver Ridge in 2012 & 2013
BPMB’s own independent expert report from September 2025 confirms that the detected cable remnants across numerous sites affirm a prior continuous deployment rather than partial construction, noting that the current fragmentation is the natural result of seven years of total abandonment, cable theft, and environmental degradation.
From the records, Silver Ridge served as the Independent Checking Engineer for V Telecoms' telecommunications infrastructure project, funded by Bank Pembangunan Malaysia Berhad. It appear that the firm submitted a revised request for quotation on 11 September 2012, outlining its credentials, methodology, scope of works, and commitment to professionalism.
It produced a drawdown report dated 31 October 2012, assessing project progress at 39.68% as of July 2012, based on document reviews, site inspections, and testing. Subsequent progress reports for May 2013 and September 2013 documented advancement to 90% and 100% completion, respectively, including summaries of work versus invoicing, monthly trackers, and local authority approvals. Quality assurance checklists, such as for some of the selected DWDM network sites in October 2013, verified equipment status, configurations, and compliance. Supporting evidence included site survey reports with equipment layouts, route diagrams, and photographs of installations like cabling and racks.
The documentation shows thorough verification processes, with no evident discrepancies in reported progress or compliance.
Silver Ridge's approach matches standard practices for independent checking engineers in infrastructure projects. Such engineers provide unbiased verification of designs, construction progress, and compliance with contractual and regulatory requirements to mitigate risks for lenders. They conduct site inspections, review technical documents, and evaluate testing to ensure projects meet specifications and are bankable. Progress reports and drawdown evaluations, as prepared by Silver Ridge, enable timely fund releases by confirming milestones, a common function in financed projects. Quality checklists and visual evidence support independent assessments of installation quality, consistent with due diligence to prevent errors and ensure code adherence. This structured monitoring reduces litigation risks and promotes efficiency, as seen in telecommunications and similar sectors.
Zavarco Plc is pleased to read the reports, which were unavailable previously, confirming that the V Telecoms Coastal Terrestrial Network Infrastructure Project was properly completed and commissioned. The supporting documents were made available through the court's e-filing, which is downloaded and seggregated herewith for easy reference.
The findings confirms Zavarco Plc's records that the project was indeed completed in 2013.
